Started in 1985 at the urging of Tow Companies in the San Gorgonio Pass upon David’s retirement from the California Highway Patrol.
David was instrumental in drafting the verbage for 3068.1 of the Civil Code, separating it from 3068.0 of the Civil Code along with the late Rich Chappell. David is also considered an expert on Lien Law.
